'''Mulgore Expansion Plans''' ('''281031''') is a unique Forever quest starter that binds on pickup and requires level '''5'''. The original names '''Supervisor Fizsprocket''' as its drop source.<ref name="item">Wowhead Forever, [https://www.wowhead.com/forever/item=281031/mulgore-expansion-plans Item 281031], reviewed 2026-11-04; capture build unreported.</ref>

== Separate same-name record ==
[[Mulgore Expansion Plans (quest item)|Item 281039]] has its own tooltip. A matching name does not establish an inventory conversion or prove which record a quest objective uses.

== Evidence and limits ==
The complete English indexed tooltip supplies item level '''1''' and the quest-starting flag.<ref name="item" /> The destination of that quest-start link was not exposed in the inspected body; the wiki therefore leaves the exact started quest unassigned. Drop probability, precise location, quality and current availability remain unverified. Direct requests returned HTTP403; no restriction was bypassed. Player comments are excluded.
