Satchel of Potions is Forever item 280766, a bind-on-pickup trinket with item level 33 and a 10-minute use cooldown. Its inspected tooltip does not state a character-level requirement; item level is not an equip-level requirement.

Acquisition
It is a reward choice from Changing Tastes, while Heartwoven lists it as an additional reward alongside potions. These quests connect it to Excavation Site: Wetlands; the trinket is not presented as a direct boss drop.

Use effect data
The spell data does not establish outcome probabilities or promise all effects at once. Contributor LimeScout reports one random effect per use, applied directly rather than creating a potion item; that is a player report, not a wiki test. Spell-level fields on triggered effects are not imported as this trinket's required level.

Evidence and limits
The item, quest rewards and effect records were individually checked in the Forever database. Exact capture builds, rarity, outcome frequencies and current in-game behavior remain unverified. No probabilities are inferred from an average calculated by a commenter.
