Event and progression issue
Blizzard describes starting the event by speaking with Belathaan Brightwish near the Shrine of Akir. It could stall after Lorthuna appeared, blocking Windshaper Skyborne progression.[1] This identifies an event interaction; it does not establish the quest's acceptance or turn-in NPC.
September 21 developer update
Kaivax reported a new fix after an earlier attempt failed, and said Blizzard was observing successful quest completions. The post does not identify a client build or provide a complete walkthrough.[1] This is a developer-reported correction, not an independent wiki retest.
